Sectors

Partners decided to initiate and establish a network aiming to understand, evaluate regional capabilities, components, means and potential for sustainable growth mainly for the following sectors:

  Agriculture
 

 For agriculture sector is foreseen a pilot project for biological production methods, confrontation of crop enemies for concrete common cultivations, e.g. vines. In Western Greece, agriculture remains an important economic activity, despite a bending that is observed during the last years. Although the geomorphologic profile of the Region as well as its location allow the development of the sector, many structural weaknesses still exist. For the Italian regions of Puglia and Sicily the primary sector is still of great importance both in quality and output. Agriculture represents for their economy a sector which, despite the economic crisis of the last few years that has deeply conditioned national and international growth, continues still today to give figures for earnings and employment.

 

 
 
Culture
 

  For culture is anticipated the specification of cultural heritage and artistic elements (feasts, customs, elements of popular tradition, monuments, elements of music and hymnology, etc), the common characteristics election under the new technologies application and the mapping out of common cultural routes targeting at the tourist exploitation of these regions. In the cultural domain, Western Greece allocates important comparative advantages, that concern particularly appreciable archaeological and Byzantine spaces and discoveries, such as the Ancient Olympia, the Venetian Castles etc., the Patra’s Carnival, which can characterize the Region as a cultural centre of the wider area. In the region of Puglia there are magnificent churches and palaces, witnesses of the historical heritage and of a cultures’ crossroad. Sicily’s strong cultural traditions can be seen in the development of Italian lyrical poetry as well as in the works of modern writers. Several examples of folk art—such as embroidery, painting, and puppetry—and popular religious festivals mark Sicily’s contribution to Italian culture.

 

 

  Environment
 

  The environmental pilot project will concern protected regions (NATURA 2000 territories) and how new technologies and innovative tools ensure environmental protection. In Western Greece, the Greek nature protection system is articulated around the implementation of legislation and regulations of three different levels: International Treaties and Agreements, European Union Regulations and Directives and National Law. Within the framework of all the laws and regulations, the Greek nature-protection system is made-up of a great number of sites of varying protected statuses: national forests, reserves, wetlands, protected landscapes, etc. In Italy, relatively to the protection of the environment, the area of Sicily has been included in the Regional Plan of Parks and Reserves in 1991. For the area of Puglia, the examination of the system of protected natural areas in Italy led to the promotion of new policies for the safeguard of natural heritage and the development of socio-economic activities that are compatible with the environment.

 

 
Services
 

  For services will be examined the possibility of a start-up company, for maritime services in Mediterranean area. In the sector of “Services”, Western Greece has developed a combination of strength points and opportunities inducing to the development of the area. However, important sectors, such as health services, financial services, logistics, recreation services and transport services should be further advanced, in order to promote the regional development. In Italy, the sector of services includes a very large, differentiated and expanded number of mass activities. The expansion of this sector has followed a fast pace, making their cataloguing difficult, questioning the structure of the sector itself and complicating the picture for those that are used exclusively or prevailingly in agriculture and, more in general, in the entire agro-industrial system.

 

 
  SMEs
 

  For SME`s the anticipation of new technology will be investigated. In Western Greece only a small number of enterprises have integrated research and technology in their production process. However, the region hosts significant research centres and institutes known at European level, which have a scientific and research staff with great expertise in new and high-level technologies and contribute to the production of knowledge and innovation. In the corresponding areas of Italy, the situation seems to be the same. The most important industries are often local units of exogenous industrial groups. So that, there are not strategies for development and expansion and not much investment in R&D, neither know-how nor technology transfers. However, researchers and policy makers have become more and more aware of the existence of strong productive agglomeration of SMEs and large firms. An initiative for developing clusters has been planned, but it requires further support in order to become successful and productive.

 

 
 
Tourism
 

  Tourism, pilot project will anticipate the creation of thematic tourist routes from Sicily, to Puglia, to Ionian Islands, Epirus and Western Greece, targeting to the development of new tourist products. In tourism, Western Greece has been unsuccessful so far in becoming a permanent and dynamic attraction pole, even though it concentrates comparative advantages in terms of climate and geographic location. The reasons for this limited tourist development of all three prefectures of the Region are based on the absence of systematic maintenance and conservation of the natural advantages and cultural values, the low rates of promotion and modernisation of basic infrastructure work and the defective tourist education. Contrary to Western Greece, tourism in Ionian Islands and southeast Italy is a great resource, thanks to the magnificent coastal areas and beaches, the abundance of archaeological sites and the art centres, which have been successfully exploited. For both areas, new forms of tourism, especially alternative tourism, including wine, sports, gastronomic, winter and religious tourism should be developed.
