In Western Greece there are very good opportunities and many achievements in the field of Research and Technology, so that innovative services for the local and regional SMEs could be provided. For the time being, only a small number of enterprises have integrated research and technology in their production process. However, the region hosts significant research centres and institutes known at European level, which have a scientific and research staff with great expertise in new and high-level technologies and contribute to the production of knowledge and innovation. Specifically, the Universities of Patras. TEI of Patras, Mesologhi and Ionian Islands as well as Computer and Technology Institute, Chemical Institute and Patras Science Park (PSP) have a wide range of activities in the field of R&T. In the corresponding areas of Italy, the situation seems to be the same. The most important industries are often local units of exogenous industrial groups. So that, there are not strategies for development and expansion and not much investment in R&D, neither know-how nor technology transfers. Most of investments are assigned to purchase the material assets for the re-conversion and widen or restructure the existing productive systems. Puglia has been described as a backward socio-economic region relying on two main elements: large firms, mostly State-owned heavy industry; small and micro firms, working in traditional sectors (textile, leather, furniture), mostly lacking local linkages. However, researchers and policy makers have become more and more aware of the existence of strong productive agglomeration of SME and large firms. An initiative for developing clusters has been planned, but it requires further support in order to become successful and productive. In addition, the nature and extent of networking activity within and between firms is an especially important phenom-enon in small and medium-sized firms.
